Addis Ababa Doubles Its Job Target to 141,347 Posts in 90 Days

Addis Abeba has set a target of creating 141,347 permanent jobs over the next 90 days — more than double the employment it reported generating in the previous quarter — alongside more than 1 billion birr in enterprise financing, after missing its earlier target.

Doubling a target you have just missed

The sequence is the part worth reading. A city that fell short of a quarterly employment goal has responded by setting a larger one, which can mean the earlier target was badly scoped, or that the financing now attached to it is expected to do work the previous programme's did not.

141,347 is also a precise number, and precision in a job target usually means it has been built from the bottom — summed from programme allocations and enterprise registrations rather than set as an aspiration. That makes it checkable, which is more than most such figures offer.

The word doing the work is "permanent"

Ethiopian job-creation reporting has long been criticised for counting short-term and self-employment placements alongside salaried posts. A target specified as permanent jobs is a stricter commitment, and a harder one — a 90-day window is short for creating durable employment, since the enterprises doing the hiring have to exist, be financed and be operating inside the same quarter.

That is what the 1 billion birr of enterprise financing is for. The implied model is micro and small enterprise lending, where the city provides working capital and the employment follows. Whether it follows at the advertised rate is the question the previous quarter already answered once.

What it means for a small business in the city

For an enterprise eligible for that financing, a quarter with over a billion birr allocated against it is a cheaper quarter to borrow in. The practical questions are which bureau disburses, what the eligibility rules are, and whether the money arrives early enough in the 90 days to hire inside them.

Open

The city has not published the breakdown between the financing and the job figure, the sectors expected to absorb the hires, how "permanent" is verified, or by how much the previous quarter's target was missed.
