Gunmen Attack the Finchaa Sugar Factory, Killing Five and Taking Two Workers

Armed men attacked the Finchaa sugar factory in Sulula Finchaa district on Monday morning, killing four militiamen and one civilian and taking two factory workers hostage, Tikvah Ethiopia reported, citing Deutsche Welle's radio service.

What residents describe

Local residents told the same account that the attackers broke into the branch of the Commercial Bank of Ethiopia on the site and took money, and that roughly 40 motorcycles and four cars were burnt. The attackers entered the factory premises and pressed the attack again after an initial assault; security forces returned fire and said the attackers took casualties.

Neither the casualty figures nor the amount taken from the bank branch has been confirmed by the factory's management, by the Commercial Bank of Ethiopia, or by regional authorities.

Why a sugar factory

Finchaa is one of the state sugar estates, a large employer in western Oromia and one of the few industrial sites of scale in the area. An attack on it is not only a security event: a sugar estate runs on a harvest window, and an interruption at the mill costs the crop standing in the field as well as the day's production.

The presence of a bank branch inside the compound is ordinary for an estate of that size — it is how a workforce of thousands is paid — and it is also what makes the site a target for anyone looking for cash. For the state sugar enterprise, the question after an attack like this is whether the site can be insured and staffed at all, which is the question that decides whether the estate keeps operating.

Open

The attackers have not been identified by any party in the account, and no group has claimed the attack. The two workers taken have not been named and their condition is unknown. The Ethiopian Sugar Industry Group has not issued a statement on production at the estate, and the Commercial Bank of Ethiopia has not said whether the branch lost money or has reopened. The regional administration has not given its own casualty count.
