Ethiopia's World Trade Organisation accession has reached the draft Working Party Report stage, federal trade officials told Addis Fortune, with bilateral market-access negotiations opened with 17 members — the United States and the European Union among them — and 11 of those concluded.
Trade Minister Kassahun Gofe (PhD) described the effort as securing market access while keeping a voice in the rules of international commerce.
What the stage actually signals
The Working Party Report is the accession's substantive document. It sets out the commitments an acceding country makes on tariffs, services, subsidies, state trading, intellectual property and the transparency of its own rulemaking — and, once agreed, it is the thing against which every future complaint is measured. Reaching a draft means the negotiating positions have narrowed enough to be written down.
The bilateral count is the other half. Each WTO member may demand its own market-access schedule before consenting to accession. Eleven concluded out of seventeen opened means the remaining six include whichever partners are asking for the most, and those are typically settled last and at the highest price.
The part that is domestic
Accession commitments arrive as domestic law. Tariff bindings constrain what the Ministry of Finance can do with import duties. Services schedules constrain how far banking, telecoms and logistics can be reserved for local firms — which is the live question in Ethiopia's financial sector, where the opening to foreign banks is already underway on the government's own timetable. Subsidy and state-trading disciplines reach directly into how enterprises like the Ethiopian Petroleum Supply Enterprise and the state grain trade operate.
For a business, the practical reading is that the protections a sector enjoys today become negotiable at a table it is not sitting at.
Open
The officials have not said which members remain outstanding, what the remaining bilaterals turn on, or when the Working Party expects to adopt the report. No target date for accession has been given, and the draft schedules have not been published.
