The federal government has placed the Tigray region under a caretaker administration for the next six months, replacing the previous interim arrangement and taking direct oversight of security, public services and reconstruction. Five officials have been appointed to run it.
Assefa Abraha, an engineer and former senior government official, is chief executive. He takes charge of public services in a region wrecked by years of war, with six months to produce the political and security conditions for an election.
The legal route
The administration was created by a decision of the House of Federation under Article 62(9) of the constitution and Article 14(2)(b) of Proclamation 359/1995, with the Council of Ministers given the authority to constitute it. That is the federal intervention clause — the mechanism by which Addis Abeba suspends a regional government and runs the region itself, rather than a negotiated arrangement between the federal government and a regional party.
The government said the administration must ground everything it does in Ethiopia's national interests, the country's territorial unity, and the fundamental interests of the people of Tigray. The Prime Minister's Office said it was established so that the people of Tigray can "attain the peace that has eluded them", have their right to self-administration guaranteed, and enjoy development they have been deprived of for several years.
Who runs what
Alongside Assefa Abraha at administration and public service, Fana Television named Brigadier General G/Egziabher Beyene Hailu at security and peace, Redae Halefom W/Silassie at political and public organisation, and Dr Shishay Amare as mayor of Mekelle. A fifth executive holds economy and reconstruction.
Fana reported the administration has been given ten tasks over the six months, beginning with stabilising the region's security and rebuilding broken government structures.
Open
The posted lists of appointees are truncated in both the Tikvah and Fana items, and the name of the executive for economy and reconstruction is not legible in either original — a material gap, since reconstruction is where the money goes. Nor is it stated what budget the administration has been given, what becomes of the former interim administration's staff, or on what date the six-month clock started.
