The caretaker administration for Tigray has been formally established, and held its first public discussion with residents of Mekelle on Tuesday. It was constituted under Article 62(9) of the Constitution and Article 14/2(b) of Proclamation 359/1995, following the House of Federation's decision to put the region under an interim administration and the authority that decision conferred on the Council of Ministers.
The address
Prime Minister Abiy Ahmed set out the federal government's position in a Tigrinya-language interview broadcast across Fana Media Corporation's channels on Monday night, and the caretaker administration began its public meetings the next day. The sequencing was deliberate: the argument first, the institution immediately after.
Abiy's central claim was that the outlawed TPLF has, in concert with what he called forces of destruction, declared a war that serves nobody — and that the Pretoria agreement failed to be implemented as intended because of the group's conduct. He drew a line between the organisation and the region, arguing that the TPLF grew in Tigray but that the politics it chooses, the allies it keeps and the policy it follows do not match the dignity of Tigrayans, and that tying a political organisation's survival to a people's survival is a false equation.
He put two asks alongside that. Tigrayans should choose their leaders through elections and protect their institutions until regular governance is restored. And the young man still wandering with a Kalashnikov, in his words, belongs in Tigray's reconstruction instead.
What it means commercially
For business, the question underneath the rhetoric is administrative continuity: who signs permits, who collects regional revenue, who honours contracts entered into under the previous interim administration, and who the banks deal with. A caretaker administration constituted by federal proclamation answers the first of those and leaves the rest open.
Open
The caretaker administration's membership, its budget and the terms on which it will hand over have not been published. Nor has a timetable for the regional elections Abiy called for. The federal government has not said what reconstruction spending will accompany the transition, or where it comes from — a question the IMF has separately flagged as it assesses conflict risk to Ethiopia's reform programme.
